I'm not familiar with the terminology, perhaps this is service measures as BlackC55 explained. In this case the fix should not only be free but the owner should be compensated for a quality issue!

I'd be tempted to claim the majority of workshops do not update control units irrespectively if the car is covered by warranty or not. Training material text may say this or that but the practise appears to be different (private diagnosis tool owners have some statistics, not only speculation).
